  • What is an OPD?

    An OPD or Overnight Parking District is a special permit parking zone regulated by parking enforcement during the hours between 2AM and 6AM.

    The OPD law, LAMC 80.54, was adopted by the Los Angeles City Council on July 20, 2005.

    Each separate OPD zone or area is created by the Los Angeles City Council by Council resolution.

    People who qualify under the OPD rules can park their vehicle(s) on the public streets in an OPD only if they have purchased parking permit(s) for that OPD zone.

    Who will be impacted by permit parking in Venice?

    Anyone that needs to use a public street to park a vehicle between 2AM and 6AM is impacted by Overnight Parking Districts.

    The initial annual cost for 2 resident permits, 2 visitor permits and 1 late night party (one-day only guest permits) is $100, but this cost will soon increase to $229 annually and this will be assessed for increases each year by the Department of Transportation.

    Some of those most impacted will be low-income people.

    Others that will be impacted are:
     

    •    Disabled people or seniors who will find it hard to drive to the service center to purchase a permit.
    •    Households with large families, because there are limits to the number of permits allowed for each dwelling address.
    •     People who lease their car can only use a visitor permit which costs more and must be renewed every four m onths. 
    •    Residents who do not qualify for an OPD permit under the rules (such as residents without a kitchen or illegal conversions).
    •    Households that want to have visitors exceeding the maximum allowed permits but cannot plan 4 weeks in advance to get    the one-day parking permits. 
    •    Beachgoers, workers, and others that do not have access to parking permits under the rules that restrict who can purchase  an OPD permit will not be allowed to park on public streets between 2AM and 6AM.
    •    People living in vehicles will be forced to move out of the OPD between the hours of 2AM and 6AM.
    •   The neighborhoods next to an OPD when vehicles unable to get permits flow over.
       

    How will overnight permit parking detrimentally affect the Venice community?
    • Low-income Venice residents will be unduly burdened by the increasing costs of permit parking.
       
    • Venice will provide limited access to parking similar to Hermossa or Manhatten Beach.
       
    • The economic diversity of the Venice community will diminish.
       
    • Long-time Venice residents who once were housed, but who are now living in vehicles, will be driven away from their home.
       
    • People living in vehicles will be driven away from essential services.
       
     

    How can I get involved in the campaign to stop permit parking in Venice?

    1)   Mail a letter to each Coastal Commissioner stating that you oppose overnight permit parking in Venice. The list of Commissioners can be found at: http://www.coastal.ca.gov/roster.html (see sample letters)
